2. I live in Montreal and had lower eyelid surgery (removal of fat under eyes) 2 years ago. That cost $2200.00 cad but will cost more if you want to get the upper eyelids done also.
3. I don't know exactly because it is different in different countries, but it is much cheaper and more effective nowadays, than it was in previous years.
