- it really depends on the type of surgery, there are many that involve the eye lid, so without that information it's impossible to say for sure. And an elective surgery will likely require you to be 18.
- i dont know about how old, but you can just google "eyelid plastic surgery" and iBET everything u would need/want to know will be in 1 of those pages ;D
